We use the EST as a reference time meaning that if it's noon in the State of Florida, what is the time in other time zones, at the same time as EST noon time? Well in Russia, in GMT+1000 zone, it's 3 in the morning, the day after. So it's noon(EST or GMT-0500) on Sunday in Florida but it's 3am on Monday, the next day, in Russia GMT+1000 zone. Not all Times shown reflect Daylight Savings Time (DST), since not all Countries observe it. If in the DST box there is a Yes, then the 1 hour has been advanced, if there's a No in the DST box, then no adjusment to DST has been done or DST has ended or that City does not obsever DST.
